General Description
The Division Manager is primarily responsible for the overall planning, leadership and successful execution of assigned project(s) and/or area/business unit. This position reports to the Vice-President, within a specific delegation.
Essential Duties/Responsibilities
- Responsible for the safety, planning and execution of assigned project(s) and or area/business unit; including area sales, revenue and profit objectives and effective management of overhead costs.
- In collaboration with the Vice-President and local management, establishes short and long-range goals and objectives, regarding sales, profit and overall company objectives.
- Reviews analyses of activities, costs, operations and forecast data to determine business unit’s progress toward stated goals and objectives.
- Confers with management, to review achievements and discuss required changes in goals and objectives resulting from market and operational conditions.
- Ensures operations are executed in accordance with company and project policies and procedures.
- Understands key process and market issues and adapts existing processes and procedures, to overcome.
- Participates in preparation and negotiation of owner contracts and ensures all aspects of owner contracts are accomplished.
- Reviews and Organizes operational schedule(s) and staffing, to ensure alignment and efficiency, within the assigned area/business unit.
- With the support of the Equipment Managers, monitors the equipment fleets and schedules the maintenance and the planning of repairs of the machines and trucks (in coordination with Area/Division Managers).
- Analyzes the clauses of the contractual documents of the jobs.
- Negotiates supplies, subcontracts and validates all the payables.
- Controls the accuracy of administrative and accountable information transmitted by the jobs.
- Monitors and Manages Client Billing
- Monitors the aging balance, works on doubtful accounts and secure payments.
- Expedites the final acceptance of jobs including punch lists.
Qualification Requirements

Education and Experience. This position is not an entry level position as it requires extensive experience in a construction management capacity.
- A Bachelor’s Degree of Science in Civil Engineering or Construction Management (or equivalent work experience) is required.
- A minimum of 10 years of experience in heavy highway/civil construction as a manager is required.
- With knowledge of DOT work and an emphasis on roads, highways, interstates and bridges is preferred.
- Must have extensive knowledge of how a civil construction site works including a general understanding of highway construction projects.
- Ability to work under pressure and meet deadlines is preferred.
- Must have experience with budgeting, cost control, scheduling, estimating and project operations.
- Must have the ability to effectively communicate with all levels of employees.
- Proficient PC skills including a proficiency in various software used such as Excel, Primavera, and SAP.
Physical Demands. The following physical demands are representative of those that must be met by an Accounts Receivable Manager to successfully perform the essential functions of this job.
- Frequent ability to drive a vehicle, both to/from assigned work/project; and throughout the work schedule.
- Frequent ability to sit for prolonged periods of time;
- Frequent ability to talk and hear, both in person and by telephone;
- Frequent ability to operate standard office equipment, using hand and arm dexterity;
- Frequent ability to navigate through office environment, including potential use of stairs and/or elevator, as needed;
- Infrequent ability to lift general office documents and materials, up to 10 pounds;
- Frequent vision abilities required by this job include close vision, distance vision, depth perception, color vision, and the ability to adjust focus.
- Occasional walking on various construction terrain, including stone, earth, pavement/concrete.
- Occasional use of ladders, to access elevated work areas, such as bridge and other structures.
Work Environment. The work environment characteristics described below are representative of those that an Associate Counsel may encounter while performing the essential functions of this job.
- Work generally is performed in an office environment, although periodic visits to construction sites and asphalt manufacturing facilities is required, construction and asphalt facility visits, may expose position to general construction noise and environmental exposures, within the OSHA permissible exposure level(s)
- Noise level in the typical office work environment is quiet
